Import Procedures for Computer Mouse and Keyboards 2023

II. Regulations and Policies for Importing Computer Keyboards:

The import procedures and policies for importing keyboards are stipulated in the following legal documents:

  • Circular 38/2015/TT-BTC dated March 25, 2015; amended and supplemented by Circular 39/2018/TT-BTC dated April 20, 2018.

  • Decree 69/2018/ND-CP dated May 15, 2018.

  • Decree 15/2018/ND-CP dated February 2, 2018.

  • Decree 43/2017/ND-CP dated April 14, 2017.

  • Official Letter No. 2655/TXNK-PL dated July 18, 2017.

  • Decree 128/2020/ND-CP dated October 19, 2020.

According to the legal regulations on keyboard goods, computer mouse are not included in the list of prohibited imports and do not require quality inspection. However, when importing keyboards and computer mouse, it should be noted that used goods are considered restricted items and may be subject to other import restrictions.

III. Customs Procedures and Preparations Before Importing:

1. Labeling Imported Computer Computer Mouse and Keyboards:

Labeling imported goods is no longer a new concept. However, in Vietnam, since Decree 128/2020/ND-CP was issued, this process has been closely monitored. The goal of labeling imported goods is to accurately track and identify goods for administrative management purposes, as well as to determine the origin and responsible unit for the goods. Therefore, labeling goods is an important step in the process of importing computer mouse and keyboards from various countries.

2. Label Content:

The content of the label plays a crucial role. Label content for goods is regulated in Decree 43/2017/ND-CP. For keyboards and computer mouse, the complete label content includes the following information:

  • Information of the exporter (including address and company name).

  • Information of the importer (including address and company name).

  • Name and detailed information about the goods.

  • Origin of the goods.

These basic pieces of information must be displayed in English or translated into other languages if necessary. During the import procedure for keyboards and computer mouse, if customs inspection of product quality is encountered, the label content on the goods will be carefully examined.

3. Label Placement on Goods:

For goods imported from countries such as Europe, India, Australia, Chile, China, South Korea, Japan, and ASEAN countries into Vietnam, importers should request the seller to provide a certificate of origin. This helps ensure the lowest import tax rate is applied during the declaration process.

5. Document Set and Detailed Import Procedure:

The document set for keyboard and computer mouse import procedures is regulated in Circular 38/2015/TT-BTC dated March 25, 2015, and amended and supplemented by Circular 39/2018/TT-BTC dated April 20, 2018. The documents include:

  • Customs declaration form.

  • Sales contract.

  • Commercial invoice.

  • Packing list.

  • Bill of Lading.

  • Certificate of Origin (if applicable).

  • Catalog (if applicable), and other documents as required by the customs authority.

Among these, the most important documents include the customs declaration form, commercial invoice, bill of lading, and certificate of origin. Other requirements will be added when requested by the Vietnamese Customs authorities.

Preparing documents before importing keyboards, computer mouse, and other goods is extremely important. For original documents such as the bill of lading, certificate of origin, importers should request the seller to send them in advance to avoid waiting for documents. This helps avoid container and goods storage costs.
