Container Shipping from Vietnam to Venezuela by Sea (La Guaira Port)

7 min read

Container shipping costs from Vietnam to Venezuela by sea include ocean freight, carrier surcharges, transshipment fees and local charges at both ends. Cargo from Cat Lai, Cai Mep and Hai Phong transships at Caribbean or Panama hubs before reaching La Guaira, the gateway to the capital Caracas, or Puerto Cabello. Before accepting a booking, carriers screen the shipper and consignee against US sanctions rules.

I. What does container shipping to Venezuela cost include?

The cost of moving a container from a warehouse in Vietnam to La Guaira (Venezuela) is made up of several separate logistics cost groups:

Cost group

Components

What it covers & who pays

1. Ocean freight (O/F)

Main-leg freight from Vietnamese ports (HCM / HPH / DAD) to the discharge port La Guaira (VELAG).

Includes the carrier's long-haul bunker surcharge (BAF) and deep-sea transshipment surcharges.

2. Local charges in Vietnam (POL)

THC, seal, B/L, telex release, VGM, manifest and export customs clearance fees at the port of loading.

Paid directly to the carrier and terminal operator at the export end according to published tariffs.

3. Security & transshipment fees at Caribbean hubs

Transshipment fees at the hub port if the carrier charges them separately from ocean freight.

Arranged by the intermediate transshipment ports (such as Kingston, Manzanillo, Caucedo) during transfer to the feeder vessel.

4. Destination charges at La Guaira (POD charges)

Discharge-port THC, temporary container storage, handling fees of the state port company ( Bolipuertos ) and container cleaning fees.

Paid by the consignee directly to the carrier and the port authority in Venezuela.

5. Customs brokerage & inland handling

Electronic customs declaration fees via the SIDUNEA World system, inspection fees and specialized permit fees.

A licensed customs broker ( Agente de Aduanas ) pays the SENIAT tax authority on behalf of the cargo owner.

Note: All import duties (Arancel de Aduanas) and value-added tax (IVA) in Venezuela are paid by the consignee directly to the state budget under current regulations.

II. What factors drive costs and rate changes on the Venezuela route?

Given the specific nature of Caribbean shipping and international trade compliance, container rates to Venezuela vary based on 3 core factors:

  • Compliance screening: before accepting a booking, carriers screen the shipper and consignee against US sanctions lists (OFAC). Ordinary commercial goods are not under a blanket ban, but transactions involving Venezuelan government bodies, state-owned companies or sanctioned parties are restricted. Clear company records keep bookings from being held.

  • Caribbean feeder connections: feeder services from hubs such as Kingston, Caucedo or Cartagena to La Guaira are less frequent than routes to North America or Europe. A delayed mother vessel and a missed feeder increase transshipment storage costs and delivery time.

  • Season and deep-sea fuel surcharge changes:

Peak periods in Q4 each year and the Caribbean hurricane season (August – October) often bring peak season surcharges (PSS) and weather risk surcharges, directly affecting the total sea-leg cost.

III. Which ports serve Venezuela, and how does transshipment work?

Venezuela has a long Caribbean coastline with two key international container port clusters:

1. La Guaira (Puerto La Guaira - VELAG) – Gateway to the capital

La Guaira, in La Guaira state, is the main container port serving the Caracas metropolitan area. It is only about 30–35 km from central Caracas via the Caracas - La Guaira mountain highway. It is the main entry point for consumer goods, pharmaceuticals, electronics, machinery and commercial goods for the capital region.

2. Alternative port: Puerto Cabello (VEPBL)

Located to the west, Puerto Cabello is a large container port connected directly to the industrial centres of Valencia and Maracay (Carabobo state). It is the better choice for industrial raw materials, chemicals or auto parts for domestic manufacturing plants.

3. Carriers and connecting schedules

Cargo from Asia to Venezuela is accepted on a transshipment basis via Caribbean or Panama hubs. Hubs, frequency and transit times vary by carrier and by week, so check the specific schedule when booking.

IV. Bottlenecks and operational risks to watch in Venezuela

Exporters shipping to Venezuela should anticipate these real-world bottlenecks to plan delivery properly:

  1. Compliance screening time: carriers check the company names, legal representatives and tax IDs of both parties before confirming a booking. Book early rather than close to the stuffing date.

  2. Caracas - La Guaira mountain road: the distance from the port to the capital is short but steep; in the rainy season, local landslides or container truck curfews can delay delivery.

  3. Container demurrage & detention: customs clearance and specialized document checks in Venezuela can take a long time. Negotiate suitable free time at booking.

V. What should you note about the B/L and export procedures for Venezuela?

From our operational experience, the H-Cargo team highlights 2 points:

1. Bill of Lading (B/L) issuance rules

  • Mandatory RIF tax ID (Registro de Información Fiscal): In the Consignee and Notify Party fields, in addition to the full legal name and address, you must state the importer's exact RIF number in Venezuela (e.g. J-12345678-9). If the RIF on the B/L does not match the data registered with the SENIAT tax authority, the shipment will be blocked in the electronic customs system and the declaration cannot be filed.

  • Port of Discharge: State La Guaira, Venezuela.

  • B/L type: Most carriers serving Venezuela recommend an Original B/L (3/3) for legal security in cargo release, unless the buyer has paid 100% before the vessel arrives so that a Telex Release can be used.

2. Negotiate free time at booking

Clearance in Venezuela depends on original document checks and customs channel assignment, so shippers should negotiate sufficiently long combined free time (demurrage & detention) at booking. Terms vary by carrier.

VI. What documents and customs procedures apply to imports into Venezuela?

Import procedures in Venezuela are supervised directly by the national tax and customs authority SENIAT ( Servicio Nacional Integrado de Administración Aduanera y Tributaria ).

1. Required shipping documents

  • Commercial Invoice: State the Incoterms, a detailed description of the goods, unit prices and HS codes in Spanish or English.

  • Packing List: Show the number of packages, packing details, net weight ( Net weight ) and gross weight ( Gross weight ).

  • Bill of Lading: Must include the consignee's RIF tax ID.

  • Certificate of Origin (C/O Form B): Issued by the competent authority in Vietnam (VCCI or the Ministry of Industry and Trade) to certify the origin of the goods.

2. Customs rules and tax policy in Venezuela

  • SIDUNEA World electronic customs system: All import declaration data ( Declaración Única de Aduanas - DUA ) is transmitted and controlled through the SIDUNEA World system operated by SENIAT. A licensed customs broker in Venezuela files the electronic declaration before the cargo arrives.

  • Value-added tax (IVA): The standard VAT rate on imported goods in Venezuela is 16%, calculated on the CIF value plus import duty.

  • Import duty (Arancel de Aduanas): the tariff was amended by Gaceta Oficial 6.890 (06/03/2025), with rates commonly from 0% to 40% depending on the HS code. Vietnam and Venezuela have no FTA, so standard rates apply; check the current tariff before finalizing prices.

VII. Frequently asked questions (FAQ)

1. Are exports from Vietnam to Venezuela affected by international sanctions?

Ordinary commercial goods are not under a blanket ban. However, transactions with Venezuelan government bodies, state-owned companies or parties on US sanctions lists remain restricted, so carriers screen the shipper and consignee before accepting a booking. Rules change quickly, so check before each shipment.

2. How long does container shipping from Ho Chi Minh City / Hai Phong to La Guaira take?

Transit time depends on the carrier, the number of transshipments and the feeder schedule from Caribbean or Panama hubs to La Guaira. Ask for a specific vessel schedule and total time estimate when you request a quote.

3. How do La Guaira and Puerto Cabello differ?

La Guaira is the direct gateway to the capital Caracas (30 km away), handling consumer goods, commercial goods and household equipment. Puerto Cabello is close to the key industrial areas of Carabobo state, handling production raw materials, heavy machinery and industrial parts.

4. Why must a B/L to Venezuela show the RIF tax ID?

The RIF ( Registro de Información Fiscal ) is the mandatory tax identifier for every business in Venezuela. SENIAT's SIDUNEA World electronic customs system uses the RIF to verify the importer's legal status. If the B/L is missing the RIF or shows it incorrectly, the system automatically locks the declaration and clearance cannot proceed.

VIII. Conclusion

Container rates to Venezuela depend on the carrier, transshipment hub and Caribbean feeder schedule, plus strict compliance requirements for counterparties and documents. Three things to do before booking:

  1. Check the consignee's company details in advance so the carrier can screen quickly.

  2. Show the consignee's correct RIF on the B/L.

  3. Confirm free time and the feeder schedule to La Guaira at booking.
