7 min read

Container shipping costs from Vietnam to Panama by sea consist of ocean freight, carrier surcharges and local charges at both ends. Cargo from Ho Chi Minh City, Cai Mep and Hai Phong to Panama's two gateways, Balboa (Pacific coast) and Manzanillo (Atlantic coast), takes about 35–58 days with Evergreen, Yang Ming, ONE, COSCO, CMA CGM and Hapag-Lloyd, based on schedules checked on 14/10/2026. The H-Cargo team quotes based on actual weekly sailings.

I. What does container shipping to Panama cost include?

The all-in cost of a full container load (FCL) shipment exported to Panama is made up of three main items: international ocean freight, carrier surcharges driven by fuel prices and peak seasons, and local charges at both port ends.

Cost component

Nature & basis

Details

1. Ocean freight (O/F)

The charge for carrying the container on the main sea leg from a Vietnamese port to Balboa or Manzanillo.

Priced per container (20'DC, 40'GP/HC); varies with supply and demand on Central American routes and the port of discharge.

2. Carrier surcharges

Covers fuel price changes, peak season surcharges and the Panama Canal surcharge (for vessels sailing to the Atlantic coast).

Bunker Surcharge (BAF/LSS), Peak Season Surcharge (PSS), Panama Canal Surcharge (PCS, if applicable).

3. Local charges in Vietnam (POL)

Charges collected by the carrier for handling and documentation services at the port of loading.

THC, seal, e-DOC, telex release, VGM, etc., according to the carrier's tariff in Vietnam.

4. Local charges in Panama (POD)

Handling, wharfage and port service charges collected by terminal operators at Balboa, Manzanillo/Colón and the agent.

Terminal handling charge at Balboa/Manzanillo, port security fee, equipment management fee and container deposit.

Note: export local charges in Vietnam (THC, documentation fee, seal, telex release) are collected according to the tariff of the booked carrier and change over time; H-Cargo sends the applicable tariff with each quote.

II. What are current reference rates from Vietnam to Panama?

There is no dedicated public freight index for the Vietnam – Panama route. As a general market reference, the Drewry World Container Index (WCI) for week 41/2026 stood at USD 4,351/FEU, down 1% week on week; this index tracks the main Asia – Europe and transpacific routes, so it does not directly reflect rates to Panama. Actual rates depend heavily on whether you discharge on the Pacific coast (Balboa) or the Atlantic coast (Manzanillo/Colón).

Note: For a safe all-in quote, without hidden fees and with less risk of rolled bookings in peak season, send your shipment details to H-Cargo's Americas trade desk for a quote based on actual sailings. Quotes state the carrier, transshipment port, surcharges and validity date.

Need a container quote to Panama? Send H-Cargo the port of loading, container type, commodity and cargo ready date - the H-Cargo team will quote with clear routing, surcharges and validity.

III. Which port should cargo to Panama use: Balboa or Manzanillo?

The choice of discharge port in Panama directly determines transit time and inland distribution costs:

  • Port of Balboa (PABLB): On the Pacific coast, next to Panama City. Vessels from Asia call directly without transiting the Panama Canal, so the voyage is usually shorter and no canal surcharge applies.

  • Port of Manzanillo (PAMIT / Colón): On the Atlantic coast, in the city of Colón. It is the main gateway to the Colón Free Zone (CFZ) and an important transshipment hub for the Caribbean.

IV. What directly affects transit time to Panama?

Although Panama is a global maritime hub, actual delivery times are directly affected by three operational risks:

  1. Transshipment waiting time: Most container services from Vietnam transship via Asian hubs (such as Busan, Kaohsiung or Shekou). Delays at the transshipment port can cause cargo to miss its connecting vessel and wait for the next sailing.

  2. Panama Canal transit restrictions: For vessels calling at Atlantic coast ports (Manzanillo, Colón), the allocation of canal lock slots can cause delays when the region faces adverse weather.

  3. Yard clearance capacity at the destination port: Balboa and Manzanillo act as regional transshipment ports, so handling volumes are very high. In peak import/export seasons, moving containers from vessel to yard can take longer.

V. What should exporters watch when shipping containers to Panama?

From our experience on Central American routes, the H-Cargo team recommends the following:

  • Agree DEM/DET free time at the destination port at booking: with a 5 to 8 week voyage, secure free storage and container time that matches the importer's clearance and distribution schedule; the exact allowance depends on the carrier and commodity.

  • Packing and securing (lashing & dunnage): cargo on a long transpacific voyage should be packed on ISPM 15 treated wooden pallets, with airbags and load-rated straps to prevent shifting.

  • Electronic customs document management: declare the Panamanian importer's RUC tax number correctly on the bill of lading (B/L) and keep the data consistent with the SIGA electronic customs system.

Experience from the H-Cargo team: for cargo to Panama, we always confirm the destination port (Balboa or Manzanillo/Colón) and whether the cargo enters the Colón Free Zone at the booking stage, before comparing carriers. On the same route, transit times can differ by several weeks, so H-Cargo quotes always state the carrier, transshipment port and validity date.

VI. What documents and procedures apply to imports into Panama?

All customs clearance procedures in Panama are managed by the National Customs Authority (Autoridad Nacional de Aduanas - ANA). Since Vietnam and Panama do not yet have a bilateral FTA in force, imports are subject to standard MFN duty rates and the ITBMS transfer tax.

Required document

Receiving / managing authority

Key operational note

Electronic customs declaration (SIGA)

National Customs Authority of Panama (ANA)

Filed through a licensed customs broker in Panama before the vessel arrives.

Commercial invoice

Panama Customs / bank

Must be in Spanish or English, stating the Incoterms, HS code and CIF value.

Packing list

Port customs

Details packing specifications, net weight, gross weight and number of packages.

Bill of lading

Carrier / agent in Panama

The consignee must show the importer's correct company tax number (RUC).

Certificate of origin (C/O Form B)

VCCI / Ministry of Industry and Trade of Vietnam

Provided when the consignee or customs requests proof of origin; MFN duty applies regardless of the C/O.

Specialized permits & quarantine

AUPSA / MIDA / MINSA (Panama)

Mandatory for food, agricultural products, pharmaceuticals or specific chemicals.

Import tax policy: import duty (DAI) is 0% to 15% for most tariff lines depending on the HS code (official lookup at ana.gob.pa); ITBMS (equivalent to VAT) is a standard 7% on the CIF value plus import duty. Goods brought into the Colón Free Zone (CFZ) for storage and re-export do not pay Panamanian import duty.

VII. Frequently asked questions about shipping to Panama (FAQ)

1. How many days does container shipping from Vietnam to Panama take?

Based on schedules checked on 14/10/2026, FCL transit time from Ho Chi Minh City/Hai Phong to Balboa is about 35 to 58 days, and to Manzanillo about 38 to 58 days, depending on the carrier and number of transshipments.

2. Do container vessels to Balboa pass through the Panama Canal?

No. Balboa is on the Pacific coast, so container vessels from Vietnam crossing the Pacific call directly at Balboa without passing through the canal locks, saving significant time.

3. Which port should you choose to bring cargo into the Colón Free Zone (CFZ)?

Choose Manzanillo (PAMIT) or other Colón cluster ports (such as CCT, Cristobal) as the destination, since they are right next to the Colón Free Zone, minimizing inland transport costs.

4. What VAT rate applies to Vietnamese goods exported to Panama?

Panama applies a transfer tax on goods and services (ITBMS) at a standard rate of 7% on the CIF value plus import duty, lower than the 12–15% in neighboring Central American countries.

VIII. Conclusion

Container freight to Panama cannot be compared on a single number: the discharge port (Balboa or Manzanillo/Colón), the carrier and the transshipment port determine the total cost and arrival date. Before deciding, determine whether the cargo will enter the Colón Free Zone, ask for a quote that separates ocean freight, surcharges, local charges, routing and validity, and agree DEM/DET free time at the destination port. The H-Cargo team advises on routing and quotes shipment by shipment for Central American routes.
